Napoleon was depicted as the emperor who had brought the Civil Code, equality in taxation, emancipation of the Jews, and an end to aristocratic privilege. 43 In the early 1840s, however, the image of Napoleon and France in general started shifting. The French government publicly claimed the Rhine as the Franco-German border in 1840 and thus the territories on the west bank as French. This rhetoric immediately recalled the era of Napoleonic rule. It provoked an increase in national sentiment and a surge in patriotism that until then had hardly gained ground in the Rhineland.
In 1807, they were made accessible in a large exhibition at the Louvre, along with artistic objects from other occupied countries. During these campaigns, the French government sent a number of specialized commissaires to Germany who worked closely with local specialists in order to choose objects and list them carefully. Until the end of French rule in Germany in 1814–15, the discourse in newspapers and correspondence among experts had an Enlightened, cosmopolitan air. 36 National sentiments on stolen art objects did not play a role until the end of Napoleonic rule in Germany.
